The following permission must be enabled for Client Administrators who will manage Program Management Campaigns:

This permission allows the Client Administrator and/or Program Owner to manage and configure a program with campaigns and activities. |
Mission Control Tag Manager: Allows a Client Administrator and/or Program Owner to manage and configure any tags that will be used in objects for the Program.
